David Carrigan


David is the Deputy Commissioner for Policy and Regulatory Stewardship at Inland Revenue NZ. He has been part of Inland Revenue since 1996. He has held various key roles within the tax-policy function, and has expertise in underlying tax policy frameworks, tax policy design and advising Ministers. David has led numerous tax policy reforms – most recently the policy work supporting Inland Revenue’s ambitious Business Transformation. David holds both a BA and LLB degrees from Auckland University. As the Head of tax policy at Inland Revenue, David brings a wealth of expertise to the table and is poised to make a significant contribution to the discussions and insights at the IIA NZ Conference 2023.

The Forces Shaping Tax Policy – Now and in the Future:

At the IIANZ Conference 2023, attendees will have an opportunity to hear from David Carrigan, the Head of tax policy at Inland Revenue. David has over 25 years of experience leading large tax reforms and advising Ministers, so is well-placed to give valuable insights.  He will provide a multi-dimensional view on how the economic and fiscal situation shapes tax policy and influences Ministers. David will share his knowledge and experience and provide a nuanced perspective on tax reform as it impacts and reacts to the economic landscape. His presentation will delve into the economic forces shaping tax policy – both now and in the future. With the ever-changing tax regulations and global economic shifts, it’s valuable for internal auditors to understand the impact of tax policies on businesses and organisations. The focus of David’s presentation will be to help internal auditors understand what drives tax policy design and the trade-offs that need to be made.
